摘要/Abstract

摘要：目的分析安徽省按病种付费政策各利益相关者的现状,为安徽省进一步完善按病种付费政策提供依据。方法采用问卷调查法收集数据,采取米切尔评分法和利益相关者影响指数确定4类主要利益相关者,利用利益相关者理论进行分析。结果卫生健康委员会(SII=0.622,第1位)和医保管理机构(SII=0.569,第2位)属于决定型利益相关者,医疗机构(SII=0.201,第5位)属于依靠的利益相关者,医务人员(SII=0.071,第9位)是可自由对待的利益相关者,患者(SII=0.039,第11位)是属于苛求的利益相关者。结论卫生健康委员会/医保管理机构、医疗机构、医务人员和患者是按病种付费政策的核心利益相关者。

Abstract:Objective: To analyze the interest demands of each stakeholders in diseases related to groups policy in Anhui and the influence of their interests so as to provide the basis for further improving diseases related to groups policy in Anhui. Methods: Questionnaire survey was used to collect data, Mitchell scoring method and stakeholder impact index were adopted to identify four major stakeholders, and stakeholder theory was used for analysis. Results: The health care commission (SII=0.622, first) and the medical insurance regulatory agency (SII=0.569, second) were decisive stakeholders.Medical institutions (SII=0.201, fifth) were dependent stakeholders. Medical personnel (SII=0.071, ninth) were free to treat stakeholders. Patients (SII=0.039,11th) were critical stakeholders. Conclusion: Health commission/medical insurance management agencies, medical institutions, medical personnel and patients are the core stakeholders of diseases related to groups policy.
